Does NOT include the controller. If you are new to electrical etching, please electrical etching is different than chemical etching, especially with regard to etching small pieces and resist options.
The electrolyte (copper sulfate) cannot be shipped outside of the US lower 48 states. Alaska, Hawaii and International customers need to source copper sulfate locally, (this can be found in hardware stores or from chemistry suppliers).
